The vote happened days after lawmakers avoided a government shutdown for 45 days.

The Consumer Price Index report details prices to dine out increased 6.5% in August, compared to the year prior. In the meantime, restaurant sales increased during the early summer months.

Restaurant sales jumped 11.8% in July, and 9.5% in June compared to a year prior, according to the U.S. Commerce Department.

While American credit card debt passed one trillion dollars in the second quarter of this year, there are several opportunities to stretch people's dollars.

The ability to say, "no" when asked to grab a meal at a restaurant will instantly avoid an extra expense, but consumers can set a meals budget to avoid overspending.

Many grocery rewards programs are free and offer cash back on future purchases plus, exclusive discounts on certain products.

Balance transfer credit cards without a fee could offer ability to begin paying down existing debt for a period of time.

Low-interest credit cards specifically tailored for dining out can also offer cash back for future purchases. Chase Freedom, Capitol One SavorOne and Wells Fargo Autograph are among NerdWallet's best credit card picks for restaurants in October.

Consumers looking for an alternative to take out meals can consider the "Too Good to Go" app, where local restaurants and businesses can sell discounted bundles of food.

In a recent vote, Family Destinations Guide determined the best three pumpkin patches in each state, according to families, and these are the ones in West Virginia.

1. Orr's Farm Market in Martinsburg

One of the big draw of Orr's is that it is open almost all week. On Monday through Thursday from 10 a.m. to 5 p.m. and on Friday and Saturday from 10 a.m. to 7 p.m., visitors can enjoy a pumpkin patch, pick-your-own apples and a bakery with apple cider and doughnuts. There are three tiers of tickets ranging from $7.99 to $14.99 per person.

This is much more than a pumpkin patch though, and every ticket includes general admission, a scenic hayride, and access to the Farmer Fun Playground, Orrnado Double Slide, Corn Maze with Spooky Storybook Trail, Barnyard Buddy Hoppers, corn hole, bubble fun, the Diggers and photo opportunities.

There is also live music from noon to 5 p.m. on Saturdays, and on Fridays from 4-7 p.m., the Hedgesville Farmers Market is being held at the farm.

2. Okes Family Farm in Inwood

Admission to this Berkeley County farm includes a try in the corn maze as well as photo opportunities and activities for kids. It is open 3-7 p.m. on Thursdays, 10 a.m. to 5 p.m. on Saturdays and noon - 5 p.m. on Sundays, according to Family Destinations Guide. The Okes Family Farm website says that tickets are $10 per person over the age of four, but families with four or more people get a discounted rate.

Pumpkin prices range from $1-25 depending on the size and kind of pumpkin. Keep in mind that the farm only accepts cash and checks. For more information, visit the farm's website.

3. Gritt's Farm in Buffalo

Until Oct. 29, Gritt's Farm in Putnam County is offering tickets to its "Fall Family Fun" Farm, which has 30 attractions including multiple slides, animals, wagon rides, tire mountain, the Corn Barn and multiple other pumpkin and fall themed activities. The farm also has a garden and farmers market outside the fall events. It is open from 2-7 p.m. and 10 a.m. to 7 p.m. on Saturday and Sunday.

Tickets for the fall fun start at $17.95 on weekends, but there are discounts for weekday tickets, grandparents and people who order their tickets online.

"It's really important that we host an event like this of this nature so that we can really help job seekers find employment and connect them to the resources they need," Director of Workforce Development Terri Foote said.

The resources provided have made all the difference for people like Damien Geisel.

"I was downhill a lot and I kind of got into a predicament and went to jail and then after that, I got out of jail and had nowhere else to go," Geisel said.

The Cut, Cloth, Work event gives participants a haircut, clothes and a sit-down one-on-one interview with potential employers.

"Having an event like this, we can offer a lot of services for clothing and free haircuts," Foote explained. "It's just really good that we can just offer it and kind of like a one-stop shop and it's really about a partnership, collaboration, and bringing those two together."

"I'm super grateful for doing what they're doing for me because, at one point, I didn't have this at all," Geisel said.

With the help of Horizon Goodwill, Geisel found a new home and a new job.

"They put you in a house and they help you find a job, they help you get back on your feet, they can help you with a lot of things," Geisel said. "There's a lot that you can get and I'm so grateful for it."

Horizon Goodwill will also be hosting another Cut, Cloth, Work event in Front Royal Virginia.

From calling your insurer and asking for a lower rate, to getting quotes elsewhere, a little time spent could save hundreds of dollars on car insurance premiums.

Car insurance prices rose 19% from last year, according to the latest Consumer Price Index report.

Bankrate shares several ways to find the best price and policy for consumers:

1. Compare car insurance quotes with the same coverage limits and take insurance discounts into consideration when comparing rates.
2. Policy holders may also receive a discounted rate by calling insurers and asking for a better deal. Drivers' personal history on the road, where they live and primarily drive also determines rates, as well as the driving records of other people.

Bankrate says average full coverage increased from $1,771 in 2022 to $2,014 this year; and about, 12.6% of drivers don't have insurance.

Online price calculators and resources from Bankrate's, NerdWallet, US News, SoFi and Forbes are among other online outlets that can calculate rates for you, but getting quotes directly based on your driving habits will likely give you the most accurate rate offered.

In West Virginia's eastern panhandle, many are preparing to celebrate the season with the region's farm heritage. But this year's Apple Harvest Festival adds a touch of Hollywood to the mix.

This 44th year of the festival features grand marshal and California actress, Skyler Shaye, best known for her work on Grey's Anatomy, Hallmark's JL Family Ranch and Dangerous Game on Paramount Plus.

Shaye's ties to the region came when she married musical performer Christian Lopez, a Martinsburg native.

"When I met Christian he told me he was from Martinsburg, West Virginia and I said 'where is that?'" Shaye said. "But having been here I love the aesthetics. I always said to Christian that it reminds me of a Norman Rockwell painting and that's what I fell in love with."

As her love for Lopez developed, so did her love for Martinsburg.

"We're on the road a lot and in Los Angeles," Lopez said. "When we're here it really means a lot."

The Bank of Charles Town (BCT) is also getting involved with the festival planning.

"Our presence here in the region is tied to the growth and prosperity of the farms that deliver such an abundant harvest," Kristie Hadley, BCT's senior vice president, said.

Katy Orr-Dove's Orr's Farm Market is an example of thriving agribusiness in Martinsburg.

"As people become more urban, they lose touch with what farming looks like," Orr-Dove said. "They want to share the experience. They bring their families out to see about the apple picking experience."

The festival starts on Oct. 19 and will go until Oct. 22.

The $27 million deal will affect more than 3,900 customers, some in Berkeley and Morgan counties, as well.

Increases in rates are expected as improvements are made to the water system infrastructure. But those hikes on customer bills are expected to be offset by a growing customer base.

"Where that rate starts to increase the customer will see an adjustment to their bill," Stephanie Reel, with West Virginia American Water, said. "They will see how the new tier structure looks."

West Virginia American Water is investor-owned and serves 587,000 customers.

Chances for forgiveness are given to public service workers which include teachers and certain non profit employees.

Republican primary presidential candidate John Anthony Castro, of Mansfield, TX., filed the lawsuit in the United States District Court for the Southern District of West Virginia Charleston Division.

The lawsuit cites Section 3 of the 14th Amendment, which says anyone who is a part of an insurrection cannot run for office. The suit says Trump's alleged involvement in the Jan. 6 Capitol Riots violates that amendment.

Attorney General Patrick Morrisey (R-W.Va.) has filed a lawsuit to intervene in this lawsuit, saying that it, "deprives citizens of the choice for themselves who they want to represent them in every level of government and impedes a fair and free election process."

This isn't the first time this provision has been used to try to disqualify former President Trump from running in 2024; Free Speech For People has used it in Minnesota and Michigan. Other states - including Arizona, Maine, New Hampshire and Oklahoma - have seen similar suits filed.

According to the Associated Press, a suit filed in Colorado, which Trump's attorneys say violates his free speech rights, is likely to reach the U.S. Supreme Court, which has never ruled on the provision.

It is not known if this was done intentionally or was just an oversight, but it's quite costly. West Virginia State University was recently notified by the federal government that it had been underfunded to the tune of $852 million over the course of 30 years.

Most states have only one land-grant university that gets special funding from the nation's capital. But the Mountain State has two: West Virginia University and West Virginia State University. WVSU gets that designation as a historically Black college.

Federal land-grant colleges are supposed to receive state matching funds on a proportional basis. The U.S. Departments of Education and Agriculture, which manage land-grant schools, recently wrote to Gov. Jim Justice about state's underfunding.

"Certainly it definitely concerns me, considering all of the things that could have been done with that money to support underrepresented communities in the state of West Virginia," said State Delegate-Designee Hollis Lewis, (D) Kanawha & a WVSU Grad, who will be sworn into the House of Delegates soon.

"We want to continue to fund a great, great, great school. And we want to do it in a really prudent way. And so, we'll continue to work and work with Dr. Cage, and work with West Virginia State," said Gov. Jim Justice.

WVSU President Dr. Ericke Cage issued a statement on the matter saying in part, "While our university has made tremendous strides with the funds we have received in serving the people of West Virginia, we could have done even more if we had been receiving our full land-grant match all along."

President Cage went on to say he looks forward to working with the governor and legislature on fair, future funding.

The federal Departments of Education and Agriculture have offered to send teams to West Virginia to conduct a budget workshop for WVSU, and state leaders. So far those meetings have not been set.
